Looks like the standard spot for a locking bar to enter the floor for the half of a set of french doors that was the 'fixed' side. I had something similar on my stairs when I tore up the carpet, but I believe it was from a prior floor covering and the PO's just left it and covered it. Are you removing the threshold to install a finished floor or is what we see in the picture the finished floor? Cardboard boxes with plastic underneath for moisture. Unless you are tracking in GOBS of snow and slush, the cardboard helps dry your shoes so you don't slip on other flooring as well. If it does get too wet, throw it out and tape down some more.

Easy, free and you recycle it....what could be better.
