I had to replace 2 support posts for one of the main beams for the first floor. The 2 metal posts that had been there about 40 years rusted and broke below the dirt floor. I vote for restoring the painted finish. If you can find some pictures of similar finishes to show management you may have an easier time negotiating.

NHGuy,

Thanks for the offer on the windows. Unfortunately all my windows are new. The old ones went in the 70s. The last two times they were replaced the POs used 9/6 true divided lights and not vinyl or wood inserts.

In the picture posted they look more like louvres than "indian shutters"

On the first floor you can see Indian shutters through the windows that don't have the exterior shutters closed.
